I have the H2 hybrid in 19 degrees. If I wanted to buy another to go a bit shorter, what would be he proper club to have good gapping? I am thinking the 23 degree but I am not sure.

I agree with Dale that the best approach is to go for a Titleist fitting. I was fitted for AP3s and H1s this year. The fitting was a wonderful experience and guided me perfectly. The fitting doesn't only address lie and loft but also the shaft. My irons are with a graphite stiff shaft and hybrids are with graphite standard flex, it surprised me that would be the case but the fitting showed me the way.
