Interesting questions; as far as the straps they are not sold individually. You would need to contact warranty or customer service at Titleist to see if there is a path to new straps.

As far at the white being cleaned I have used a light solution of soap and water to do the trick.

Very unusual that someone would have replaced the straps given that they have the disconnect snaps still in place. You might search the web for a “parts bag” someone may be selling with other problems like broken legs or zippers. You can get it cheap and then switch the straps. Since you have the important part, the plastic connectors, any carry bag, even the older ones would work.

The original straps fitted to the Players 4 bag were not the best set up, you'll probably read a lot of negative feedback about them on this forum if you look. That might be the reason they were changed, if fact I was thinking of fitting a different strap system onto my Players 4 bag. and there were some for sale on eBay.
I've since bought the ne Players 4 Carbon bag which has a far better strap arrangement.
