    I have a broken towel clip on an older model hybrid stand bag. Could this clip be replaced?

    No because it is sewn on. If it was me I would cut it off with wire cutter and add a carabiner in its place or head to the new bag store.

    A Carabiner is a good idea. You might try one of the outdoor stores in your area that specialize in hiking, climbing, trekking. They would have a variety of carabiners.

    The carabiner is a good idea. An alternative would be to use a suitable length of Teflon or nylon tubing. Put the ends over the available stubs and fix in place with a little epoxy and/or a few wraps of electrical tape. Should hold the towel securely enough.
