Take it back where she purchased it and insist on the hood. They all come with hoods. They usually are in a side pocket but some stores will take them out and put them in the back so they don't disappear from the bags being handled on display. If purchased from a second-party seller, you may just have to get a generic cover or track them down to see what they did with the cover. Good luck. Hope it works out.

Check the side pockets for it. It purchased from a retail store, contact them as they often remove them and keep behind the counter to prevent them from “walking off”

First two responses are right on target of course I just went shopping and found that my rain hood was behind the front counter due to issues with them being lifted from the sales floor JS.
