I haven't seen that one before. The one I have that is similar to it is more of a bumper sticker with the same, "I'd rather be driving a Titleist" slogan.

Decals and stickers are never sold directly by Titleist. A few different versions have been given out as gifts over the years, usually in welcome packages for national and local golf outings sponsored by Team Titleist. There might even be some versions available in the gift store at the end of the Ball Plant #3 tour. There is always some Titleist giveaways that sadly get resold on eBay so that might be your best bet for a specific sticker like this. I have received a couple in with orders from Titleist (e.g. balls, hats, and so on).

I have received a few different styles of stickers when I ordered custom golf balls.

A nice one came with my last ball order, now displayed on the PC I am typing on.

Over the number of years I have been active, there have been some great looking decals/bumpers stickers given out at TT events or when your purchase TT items. TT items are made available certain times during the year but decals are not something they sell. In the past, those bumper stickers have been made available thru Titleist accounts as promotional giveaways. The Titleist rep had given them to the shops in our area. I have picked them up at my favorite local shop where I live. =)

IN RESPONESE TO YOUR QUESTION: The only place your might find them for purchase would be by scalpers on eBay. Which, understandably, is frowned upon by members of this community. =(
